I need 6 number 2’s to re-key my panniers and topbox.

I have only done this once. When I needed plates different from what I needed, my dealer pull out a small wooden case filled with plates in all sizes, and I was able choose the correct ones from his case.

May be Your dealer also have such a case.

Yes. Each lock comes with (I think) 4 of each of the 3 tumbler types plus the locking piece, but any dealer will have a drawer full of tumblers which you can scrounge from if you ask nicely.
