Vario panniers additional luggage fixing points

Has anyone found a method for fixing sleeping bags etc on top of the panniers. I'm after rails or loops but I'm not sure how they would be fixed.
The expanding facility precludes a top rack.
Are the panniers double skinned, they feel it?

Someone posted their solution to that problem somewhere on this site within the last 3 months. He also included pics of his mod, which looked pretty sound.
