Hi to all . Vario panniers for Gs 1250 year 20. Now the curfew is lifted time to make for the hills. So just one question when the vario panniers are extended to maximum size are thy still less width than the handle bars?

Give or take a centimetre, yes.
Compressed they are less than the handlebar width,
Expanded they are the same on the 2021 varients
33" regular
37.5" expanded
35" handlebars (not accounting for handguards)
the 2021 has 37.5 bars the GSA 38.5 ...
on a 2006 they were definitely wider as it only had 36" bars
Check your handbook for the definitive width
