Looking at the manual and parts book it looks to be complete with its o rings etc and the water impeller and drive gear is reused from the original. A new cover gasket may be required.

Looking at the way it fits this is not an actual water pump but a bearing housing with built in oil and water seals. It needs aligning with a hole in the cylinder head when fitted, I think this is probably to allow any water seeping past the seal to drain away before it contaminates the engine oil.
 
The special tool looks like a slide hammer, it may be easy to adapt a tool to suit but I have never tried. On past experience most special tools can be manufactured or adapted depending on your own skill and access to machining. Sometimes the Haynes manuals are very good at showing these,I have not seen one yet, if you are about to do some DIY I suggest you buy one of these and read it along with the BMW maintenance disc.
