Weird problem - Fog Lights

My mate noticed that my nearside fog light wasnt working.

Got home and both fog lights came on, then the nearside flickered, then shut off in a staged 100%,75%,50%,25%,0% shutdown. But offside stayed on 100%.

Is this a weird setting I've activated by mistake (like parking light) or is it broken?

My did this after washing but once the connectors were separated and blown out with an airline it was fine.
