What’s this broken item inside the valve cover?

I took off my valve cover on my 2011 gs to change the valve cover bolt rubbers as there was a small leak, and I saw a broken bit of plastic inside the valve cover ( right hand side if sitting on the bike ). I seem to have broken the plastic cover, can’t seem to find it on google search. Does anyone know what it’s called? Would anyone have any idea on the torque value for the bolt? I’m guessing around 10nm.
This is probably a stupid question… when I refit the valve cover, I’ll clean up the gasket ( no cracks so still looks ok to use ) should I pop a little oil around the gasket to close against the cover? Or should it be cleaned and dried and re fitted? Many thanks, Dan
