I concur, my brother had them on his heritage classic and they were feckin horrible (and he has a small penis and thinks he’s cool, so you are 100% correct in your assessment)
Look like Bassani Sweeper Radius to me. A mate had them on his Breakout Pro street. They are loud, couldn't hear my Blow Performance for them 
Hideous things, guaranteed to piss everyone off within a mile radius and with the added benefit of reinforcing the accolade of “H-D…turning horse power and fuel into noise” (or words to that effect)
