What straps do you use to fix soft luggage to the top of your hard panniers?

Use Rokstraps, every other option is worse.

As for the camping, unless you’re planning on wild camping don’t do it. Huts are plentiful over there and while you might want to take a lightweight sleeping bag you can leave the chairs, air beds, plates, mugs, tent, tarp and anything else you’d take to camp behind. The difference in cost between a hut and a camping slot on the same site is minimal if you’re getting a basic hut and nearly every campsite has huts on it.

Another for Rokstraps.

In years gone by i used ratchet straps and over time of over tightening...as you do
they tend to pull out or bend loops on cases etc.
i thought what's all the fuss over rokstraps and tried them....brilliant things

The magic of the rokstrap is its design.
You put a bag on the bike and hold it down with a rokstrap... as you ride the items in the bag move or air comes out and with a normal strap it would become loose.
the rokstrap is partly elasticated (strong elastic) and as the bag shrinks moves.. the strap pulls down more and keeps it in place.

Regarding you carrying too much, ignore some of these on here.... Most travel alone and stay in posh B&B/Hotels.

I travel with the wife and carry camping gear.
I carry a puncture repair, pumps, toolbox, 2 sleeping bags, tent, cooking stuff, clothes, waterproofs x2 and camera equipment.
the one i own is a 58ltr and i have 2 panniers and i still struggle for room when away for more than a week.
So i put a LOMO bag on top secured by 2 rokstraps

In my avatar you can see the bag on my back seat as i was travelling alone that trip

This is probably going to be how I am loaded up with my daughter.

I also see many people talk about the many huts - I plan to go end of July/First week of August - so my main concern that this is the height of the summer/school holidays and could be pretty busy - hence the need of a tent as a 'just in case' type thing. It's the first time to Norway, so just didn't want to be caught out on how popular places could be.

Well, it seems that someone on here is offerring me some Rok Straps, so if they are a good price I will get some of those (i was going to use some ratchet straps but saw the other post on that!) - really appreciate the helpful advice, didn't think a post on straps could be that interesting!

For starters I use these oem BMW straps ; they have huge expansion for larger items . It is also a fabulous way of carrying your heavy boxes to a hotel room .

( warning if you leave them on , flapping around, on your visit to Tesco’s , they’ll mark your boxes )
For simple use , Rok Straps are another addition.

My panniers came with the metal expanders, looks just like yours but metal with locks etc. Unforuntately, due to the height of these pannier top boxes my daughter can't sit on the back without her legs becoming trapped and I suspect that this would do the same if the bag were full. My intention is only to strap the sleeping bags to the side panniers and the tent to the top box.

As part of sorting out mine and my daughters luggage for our trip to Norway, I want to be able to camp as well as stay in hotels/b&b's.
However, sleeping bags/tents will take up a lot of space so I have decided to strap them to the top of the panniers.
I have seen lots of different ways: rope, netting, bungee cords - but I am looking at using ratchet straps, is this overkill? What do you use?

Ratchet straps (ie straps with a cranking ratchet to tighten them) are overkill.

Rokstraps are very good.

As you have the BMW ‘Spam tin’ boxes, with the luggage loops, go along to your local friendly BMW dealership. Ask them (nicely) if they will give you (for free) a few of the white straps that tie the motorcycles into the delivery crates. They are excellent. Cut to the straps to a length that suits you and cauterise the end with a flame. Job done.

PS I believe they are called ‘Cam straps’ which sounds very tac tech.

Krieger, the luggage people, seem to charge £15 for two but they are black, which is cool.
