When did they introduce Premium & Dynamic Packs?

Hi, I hope this is the right place to ask this.

When were the Premium & Dynamic Packs introduced? I've sold my '04 GS with 60k on the clock and still going strong and want something newer.

Was it 07, 08 or 09?
