Why do you need to switch a Techlusion off....

My bike has been finger numbing vibey lately. I read on Techlusions instructions that it needs to be turne doff to balance your TBs. So I turned it off and sure enough my TBs needed balancing. Bike is much smoother now. But wWhy do you need to switch a Techlusion off to balance your TBs?

Its an electonic gizmo for richening up the fuel air ratio.

Its adjustable with a Multimeter unlike some of the other "chips".
