Zorst clamp with shield

Is the bolt supposed come out of this clamp, mine is stuck more than a welded thing, unless it's supposed to be that way and the chisel and FBH are made of rubber, can't shift it at all, so bike looks a bit incomplete at the mo, any suggestions for removing said bolt so I can fit a nice new one?
Or any one got a spare one they wouldn't mind parting with if recently fitted a remus system?
