Some of the new laws include:

If the Guardia Civil observe a motoring offence and note the vehicle registration number, this provides sufficient evidence to prosecute. There is no need to stop the vehicle.

There will be a fine of €600 and a loss of six points for a ‘very serious’ speeding offence.

There is a loss of six points and a fine of €500 for lesser speeding offences.

Speeding fines can apply for exceeding the limit by just 1kph.
 
....6 points for speeding which can be 1KPM over the limit.

But the good news is if drunk but not double the drink drive limit it's only 4 points!
 
Its not really new, I picked up a 300Euro speeding fine on the N260 a couple of years ago, plain car on board CCTV, credit card machine in the boot! Still, no points.
 
Driving from Malaga today :Motomartin towards Estepona on the A7 & AP7 there was a noticeable presence of "Traffico" both on bikes and the unmarked Black Seat car with camera fitted on the dash. It appears that they are using the same "HPV" (high police visibility) ploy that is used by the Irish traffic cops after a new rule is passed.
