Pannier repair

Is there anyone around doing repairs to alu panniers. In Ireland please, preferably Dublin.

Alter a minor altercation, I've got a pannier that looks perfect but the top rail that holds it onto the frame is slightly bent meaning water ingress. The ideal repair would remove rivets to remove the frame, straighten it and rivet it back on. Sounds easy but I would like to replace the existing rivets with similar, not cheapo pop rivets.

So can anyone help?
