1150 GSA panniers fall apart

My 1150 GSA panniers start to desintegrate completely now. First I have replaced about all the plastics you could possibly replace and now it seems that the bottom and the body of the panniers are simply glued together.
The glue is old and hard and I can now take both panniers apart just like that.

Anyone has heard of this before? I would have thought these panniers to be welded...
