Premiums are more even for comparable vehicles and it is the vehicle that is insured for any driver.

In Italy you insure the vehicle - full stop.
I'm not sure how much it changed in the last 17 years, but generally everyone can drive/ride it, you can park it anywhere you want (within reason) and it's treated as a vehicle, that moves and can travel, not like a teapot that has to get back home before supper.
Downsides are that the insurance prices are generally higher than here in the UK.
You need a separate insurance policy for each vehicle. Having 2/3 bikes starts getting fairly expensive.
I think France/Spain work in a similar manner.
On the other end, there is much less faffing about when getting your money back in case of accidents (I, sadly, went through it) you
can decide to insure a vehicle worth 30k for third party only if that is your choice.

I'm just curious because people not being able to insure a vehicle nowadays are common stories. So one wonders if our (hyper marketing-led) motor insurance system is not really working anymore.
I was helping a friend work on his GS yesterday. He got a call from a dealer when we were together. He told that they are trying to find insurance for him as he went to see a GS900, but gave up as it was impossible for him to insure it.
Friend's parents (in their 70ies, own house and garage, living in Surrey, perfect insurance history, etc.) bought a new Lexus last year and, same, no way to get it insured when it finally arrived.
They left it back at the dealer - fairly upset. Then a month after, the dealer managed to find a way to get them insured, etc. etc.
It's getting a bit ridiculous IMHO.
