Can someone please advise what the sprung loaded pin with a black plastic cap and threaded sleeve is for on the pannier carriers ?
Locking it up when you have no panniers fitted.
As above, for holding it down.
When the frame is folded away there is a plastic clip to hold it in the up position.
The pin just locates under the bump stop; you may need to adjust it to make it work.
You need 2 x #20 clips. They hold the frames in place in the closed position.

With the rack in the down position the pin does not go close enough to the bump stop to reach it even with it screwed /adjusted right in ?
When the frame is down and a pannier is fitted/locked in place then you don't need to worry about these fittings.
Clip # 20 is just for holding the frame in the open position. Save your money and use a velcro tie or something.
From your photo it appears that the plastic bump stop 'pad' #3 (part 71607668692) is broken/too short for the pin to connect behind.
They break easily, especially if you go on the trails with panniers off, and cost a small fortune. Try welding something on for the pin to catch for a tougher solution.
If the pin doesn't connect under the bump stop the pannier can come off the frame. Yes, I've tested it![]()
Even with the "pannier locks" fitted to the frame & pannier with the screw through the pannier ?
Screw through pannier? I have a clamp that screws through my topbox which secures it - if that's what you mean - but not on the panniers...
You could buy a similar clamp for the panniers.
I bought a pair but in over 10-years of use only fitted them once as I fitted / removed the panniers every trip and they just made it a bit of a fag. Never had any problems with the panniers coming off without them fitted.
