Ahh, i assumed they'd tested all years of 1150. Obviously it only became necessary from 2002 onwards.

As your request is in relation to the ULEZ introduced by TFL, more information is available from their website: https://tfl.gov.uk/modes/driving/ultra-low-emission-zone/motorcycles-mopeds-and-more Motorbikes for which the NOx data is not available may need to undergo an emission test.
