One should always check one's tyres for obvious reasons - but UV deterioration is not normally a worry on car or motorcycle tyres, because (i) they are protected against it! and (ii) because of (i) they will almost certainly wear out before UV has any significant deleterious effect.
You would only need to worry if you kept the same tyres for years and years without changing them. I think the article points this out.
If non UV stabilsed cable ties are used in critical applications (say ABS electrical circuits) that could be exposed to sunlight and heat, they ought to be periodically checked - better still use the correct type of cable tie and not worry at all!.
Having said all that, the silver cable ties look better than the black ones, especially on a silver frame - one wonders why the manufacturers don't fit them as standard; they are such cheap things that cost cannot be the issue.
P.S. Carbon black is used in tyres for UV stabilsation.
