Hi Guys, I am about to inherit my daughters iPhone 4s.
Can you please tell me, do I need to reset it back to Factory Settings and if so, just curious why.

You don't but will need to if you want your own Apple account to buy apps or music from iTunes. If not they will have to go on your daughters Apple account which is linked to that phone. Reset is easy & you can do it on the phone in settings.
