Speak to a specialised marine paint supplier, they are used to dealing with plastics, etc , and usually supply only the highest quality products.
But you will have to know what the tank is made from - it should be on the tank somewhere.

They will probably have a tie coat to bond to the bare plastic / existing two pack paint, and a compatible high build universal primer you can sand to the finish you want, and will take almost any top coat system.

Addding 1 % mica in the paint will give it a little life without looking mettalic.

With good sharp wet or dry you can sand paint off faster than using strippers with no risks whatsoever, but no point in sanding off well bonded undercoat/primer.
