Auxiliary power socket problem

I've got a problem with the aux power socket on my 1100. I measure 12V with a meter but as soon as I plug in a phone charger (I tried two just in case) it drops to 1V. Phone charger works fine in the car. Any ideas?

how many volts does the charger put out in the car?
most are about 4V dc give or take a bit.
