bent frame or peg bracket?

Tried to put the system panniers on the bike today only to find the right hand one won't go on - it seems to be out by about 3mm and I'm guessing this is a result of the two times the bike's been knocked over in the garage by my nice neighbours (though to be honest, in Turkey, it may have been knocked over or hit countless more times without me knowing).

So if this is the case, any recommendations to straighten things up? Or is it a case of lump hammer and bashing?

Can you see any deformation of the footrest bracket extension (the bit that holds the bottom of the pannier).If that is bent inwards it may be tricky to straighten it out as it is cast ally.You could try shimming the bracket outwards with washers and longer bolts.
