Black plastic thingy

Hi Just picked up mu new panniers and top box today and there is a black plastic thingy bolted to the rear of both paniiers and the top box, what is it for???

The bit the arrow is pointing to.

They could also let air into the box.....
You could keep a drink in the box and poke a drinking straw through the hole.....
You could wear the box as a hat and use the hole to see where you are going*

My, that is a nice clean pannier.
Have to sort that out.
Need some oxidation and a few stickers on there sharpish.

Why, with panniers that nice, i'd be tempted to take em indoors wi me at night.
