Brake Fluid Level Check?

OK I realise this is a stupid question, but having read the OH and the Haynes I still can't be sure.

Are you supposed to check the level in the glass with the diaphram and cover on or off?

As the Haynes says when bleeding with the cover off, 'check the fluid level and top up if required then replace the cover'. But it makes more sense to check with the cover on.......

Thanks.

:banghead: I really get in a mess bleeding with the cover on.........but even in a bigger mess with the twin bleeding pipes with the so called non return valves.........I alway end up submurging the valves in fluid just encase !!
