Brake pads dragging

Hi all, another newbie question...

What would you consider as normal brake pad drag on the front wheel with just installed brake pads. Changed brake pads and the front wheel rotates when I give it a whirl but I can hear the pads touch the disc and it only does half to one turn....is this considered normal for this bike.

I already have checked the master cylinder and the small hole which allows return is working just fine....(spurted in my face )

Also when I was changing pads pushing pistons in was smooth and easy....bike has 30000miles and has been babied till now

Pads shouldn't drag IMHO, after brakes being used
Strip and clean calipers/pistons

No, wheel should spin freely. Strip 'em - crud gets behind the seals just enough to stop the piston pulling back enough.

Separate the pads then apply the brakes a few times , usually stops new pads from dragging .
