If you can get into a commercial abrasives shop they have a lot of products that dont get into hardware stores, including Scotchbrite discs and " flap" wheels with long narrow tails which are long enough to clean right down to the bottom of the fins.
0r try a commercial painters supplier - they usually have a good stock of Scotchbrite , including the thick stiff brown aluminium oxide sheets which will do the job too.
Ajax and a stainless steel scouring pad work OK too, but its probably not worth the risk-------
