clutch release lever

Fitting a new clutch cable,what position should the release lever be ?(the lever on top of gearbox) I thought it would have to be completely to the rear (fully engaged)
With the distance between adjuster and locking nut(hand lever )at 10mm and with the play at 5mm-7mm, the lever on the gearbox is some way off its rest position.(fully to the rear)
Havn't touched the adjuster at that end.Would it need that much adjusting.The old cable hasn't stretched that much !
