Do I need a rack to fit OEM panniers?

Hello,
I got a 2015 1200GS (non GSA). I'm looking to get a pair of panniers for cheap. Is it true you don't need to install racks to fit the OEM panniers? Someone told me so.

If so, how do they fit on the bike without the rack?

If you get the standard BMW vario (plastic) panniers they hook on to the silver plastic rails under the seat and you don’t need any extra pannier frames

Anything else will need frames

That's good to know. I'll see if I can get some used panniers.

I tried some cheap Lomo bags. They're great, however because I don't have a rack, the exhaust burnt a hole in it!
