That's fine, but surely you can narrow that down a bit?
Would I need Metal Mules, Caja Sahels, Ard Cases, Stahlkoffers to ensure a good night's sleep?
Does anyone make a metal pannier that the bike folds into?

Don't take it all to heart, dear heart.... and definitely don't change your questions, people will notice.
Your first question was: Do you remove vario panniers overnight?
Your second question was: Generally speaking, if the bike is left parked in a town centre do you think it's safe to leave the boxes on the bike overnight?
Your third question was: Whilst they're empty any potential scrotum isn't going to know this and may end up just ripping the things off.
Answers in the same order.
(1) Sometimes / often, yes.
(2) Sometimes / often, yes.
(3) That is a rhetorical question.
Now you (and others) may perceive those answers as not particularly helpful in the world of Tosserdom, so I will now take the trouble to expand:
(1) I cannot say too much more. If I perceive the need to remove my panniers (or do actually need my panniers separate) I do remove them. If I do not perceive the need, or do not need / want the panniers for some reason or another, I leave them on.
Nobody has ever tampered with them. That may of course be luck, who knows? I also keep a pound of butter in the fridge, to keep elephants away. It seems to work.
Carry out your own risk evaluation each time you stop... you and only you will know what to do.
(2) Again, not much more to say. In downtown Baghdad, central Paris, Mrs Miggins' B&B in Outerkyle-on-loch, leafy Devon, darkest Coventry, Lima city, Sclosswig-on-der-Oder..........??
They are all different... but oddly similar.
If someone, - who knows who or why - wants to steal or damage your panniers or bike (or you, for that matter) then they will. If they do not want to, they won't. It is that simple.

Re the inner bags, I will answer that, too. There are several choices:
(a) BuMW's own. Expensive. Some people like them.
(b) Third party versions. Cheaper. Some people like them, too.
(c) Plastic bags. Various different sorts, from Harrod's finest, to Bejam's, to black bin bags. Cheap (or free). Again, some people like them, too.
Some bods even fluctuate between (a) and (b) and (c) depending on circumstances. I know I do. What will you do?

This really tells it all.
Circumstances will dictate the need.
On my last trip I left the panniers on the bike -- on previous occasions I have removed them.
If I go to Poland / Slovakia then I remove them when I go to lunch.
If it is Austria / Germany then I leave them on.
but saying that if I went to Glasgow I would take the bike indoors as well as the panniers.
If you feel uneasy then you are answering your own question

I hope you find some - sounds like your world is full of conflict and animosity. My feeling though is is that you achieve some perverse satisfaction in being confrontational and obnoxious. Especially when you can hide behing the comfort and security of your PC.

Back to the serious question of bike luggage being stolen.
I worry more than most but I still leave the panniers on the bike for the simple reason you have identified that it is a real pain in the back to lug the panniers up and down stairs in a hotel.
As for pannier bags for Varios. Get the Maine event ones. They are thinner than the BMW ones and therefore let you carry more stuff.
What if it gets stolen .. I just buy insurance that covers bike plus pannier. BMW insurance will cover your BMW vario panniers in the fully comp version.
What about the difference between replacement cost and insurance pay out. That's why I try to buy second hand everything ... apart from underwear. That way pay out should be close to replacement cost.
Tank bags and stuff on handlebar mounts seem to be more vunerable. Bloke on here had his tank bag nicked when he went to see the tower of pisa. Parked nearby. So lots of passerby but the ****** still got it.

Personally, why the feck would you take filthy panniers covered in road dirt into a nice hotel room when you can take the stuff out.

The several of the guys at the old CT Bowring insurance brokers used to share a secretary.
They always used to call out: "Come on in, for a bit of serious dic work ...." To which she, without fail, always used to reply: "I know you won't be long, really...."
She used to pride hereself on her rapid short hand skills, too.
