What's the one in Spain? The most famous road to an observatory is Mount Teide but that's in the Canaries so it's yes and no for being the highest in Europeit's the 2nd highest paved road after the one in Spain that goes to an observatory. Oztal goes to a glacier but not to a Col.
a lot of the confusion is that a road is not necessarily a Col i.e. a road that crosses a watershed between two valleys. The Cme loop off the Col de la Bonette often claims to be the highest paved road in the Alps but it is just a loop around a hill, not a proper Col.

Ahh, all becomes clear. My card did this a couple of weeks ago around Strasbourg area. It was all back as it should be within an hour or so though. I think it just does it so that one cannot put more fuel in than they can pay for. Certainly did not affect me in any way.Sorry that's how much they take.
