Something that hasn't been mentioned here is the tyre coming into contact with the hugger...
A few days before I headed to the Spanish Alps for a 9 day spin, I fitted my new hugger. After a day or two of some spirited riding I noticed what I thought was a lot of brake dust on the rear rim - something that had not been apparent before. A few days later I noticed that what had been happening was that the off-side shoulder of the tyre was rubbing against the inside of the hugger. It was also happening to some extent on the near-side but nowhere near as bad.
In my case, the rim was covered in rubber, not brake dust.
It materialised that the hugger in question was part of a bad batch using an incorrect mould that has been subsequently destroyed. The hugger has been replaced and all is now well.
During fitment, I too thought the pads were touching when I rotated the wheel while on the centre stand - could it be that you're suffering from the same problem?
