dull dash lights

my dash lights ,ie turn signals , petrol triangle , are bright at times and then they go dull , i fitted a new battery and this is showing 12 .90 when stopped and 13.8 when running, are there any places on wiring where i could have a short, i have cleaned connection to back of clocks, battery terminals, it, looks as though battery is flattenig it is disconcerning anybody any ideas, ps headlight is getting brighter when i rev up

I know my bike has a sensor to modulate the instrument lighting, does yours?

mine is a gs 1200 has it a modulator and if so where is it thanks
