Take the flasher unit out.
Spray the block that plugs into it thoroughly with WD40, and spray the wires going back into the depths as well, as far back as you can.....give pins a scrub with a dry toothbrush if possible
Spray the contacts on the flasher side and scrub if poss
Give the switch gear a squirt too while you're at it, including the hazard switch.....if you've got one of those nozzle squirters, use that to spray up inside the switch casings if you can.
Leave the flasher unit in the airing cupboard until you need to ride again or a couple of days, then retry it.

I thought the 1100 had a hazard warning rocker switch by the clocks? I'm sure mine did - 3 switches one for ABS, one for Hazard and one for Heated Grips. My 1200 you activate the hazards by pressing both left and right together.
