ESA suspension

When putting the suspension to its off road position the front forks don't rise slowly they suddenly shoot up to its upper limit like the pressure builds up and then let's go.
Any help to the reasons why.

something sticking then unsticking. perhaps you can try to observe what is happening by watching the shocker while the ESA is working.
