Is this basically a carbon adsorbsion/absorbtion(??) unit that scrubs fule vapour as the fuel in the tank expands and when the level drops the tank breaths through the carbon reclaiming the the fuel?

If so the BMW committee for extreme uber complication have earned their corn with that one. :bow

They are not BMW-specific - Such systems/canisters are commonly fitted to petrol engined cars sold in the US (where I think they, or a similar system, are a legal requirement in some States).

The carbon canister is to absorb fuel vapours escaping from the tank air vent. In hot climates with strong sunlight these fumes cause the nasty smogs. They emit continuously so can be worse than exhaust emissions which at least have burnt away most of the hydrocarbons and emit only when the engine is running.
Oh great another tree hugger. Maybe, but if unfiltered fuel tank emissions really are as bad as the regs imply it would need a little more than a crummy coke can size canister.
IMO it's another greenwash solution to a (nearly) non existent problem.
