How would you know if the tag hasn't been picked up? I've got an Emovis tag, but at the barriers you have to be going quite slowly to pick it up

They would check the plate against what is registered on their database.
This is similar to how Telepass works in Italy.
If you have a contract/blipper with them you can technically pass the tollbooth without the receiver/blipper. In case of motorbikes you can go on the side of the bar (it is shorter for a reason) but it does open all times to be fair.
What happens is: the gate detects an "unknown vehicle" going through.
A photo of the vehicle leaving is taken. In theory, if the vehicle is unregistered you'd receive a fine, but if you are a Telepass holder, they can find the plate of the vehicle in their records, match it to the user and they would reconcile normally.
I've been through this a few times when I was still living in Italy and testing the Telepass Moto system and the blipper would not work a lot of times initially. To the point that we were told that if the plate was in the system you could just go through regardless.
I'm making an assumption here, but the ANPR system should work the same.
I had a leaflet with my new TAG telling me that ANPR is now used in France as a back up as you describe. They were reminding me to make sure I have amended the vehicle details if swapping to a different vehicle
Yep. And that is the reason you are asked to provide the plate if you activate the Italian option on most French Telepeage services.
From my understanding Italian/French tolls work on very similar systems. The Telepeage blippers are built by Autostrade Tech, as you can see on the PCB if you open one up.
Just the French tollbooths operate slightly different (per region) and are a bit clunkier in my opinion.
New ones should be nice.

It's a good deal. Just be aware the French banking system does not recognise every UK bank for the direct debit. @er-minio discovered a workaround, get a free* Wise account and use this to pay the bill. No credit check needed, just ID.
I signed up in the olden days when they allowed payment by credit card.

Swapping vehicle numbers might well be a good thing to remember if, by unfortunate chance, someone had a breakdown and received a hire car or, indeed, hired a car and used their own tag.
That said, I assume that a bod can insert a hired vehicle’s registration number into their personal tag.
certainly possible to do this with Fulli using their website or app. It even speaks English.
Yes, same with Ulys. Takes a minute via web or via the app.
My account has my cars registration number. I have never changed it to the bikes number and it has always recognised a Class 5 and worked just fine.
So, I assume its the tags number connected to your account not the reg.
We need to stop making it easy for foreigners!

Fulli Nomad. Since 2018.
It may be because I have French plates.
I have also used it in mates cars. Always bills to me OK.
both are connected to the account. I got my Fulli tag when it was APRR in 2018 for a trip to Portugal where they use ANPR only
when the tag is scanned, there are sensors in the road to detect the vehicle type
with these new road toll systems, I advise getting into the habit of changing the reg plate. You go through faster and the tag is not always picked up so they default to their ANPR back-up as already mentioned. Not having the bike on the system could trigger a fine.
You cant enter 2 reg numbers on the account (as far as I know), so I'll continue to "live dangerously"

yes, you wouldn't want to waste 30 seconds of your life flipping the reg plate...
Mate, at my age, my 30 seconds is more valuable than your 30 seconds... and I never remember to do it
