front fork loose??

hi,i have a 98 r1100gs and noticed the other day that the front fork seem to be loose(or not)
if you grab the chrome(upper)part of the fork like you are holding your handle bar and twist it as you would do with your throttle the fork quite freely turns(right hand side more than the left)i hope i have explained this ok.
is this normal???

Yes Stu if your talking about the crome
tubes then yes they turn freely
