Speaking to some Neanderthal at Garmin Support this afternoon, who hadn't the slightest interest in helping me with my query, could only continually repeat this fact. It's still available on the current products but will be phased out with any new versions of map downloads introduced.
I except that many people probably won't have an issue with this, but i plan routes over a period of time on my laptop, and it could be done at work, home or on the train. Having to carry my Zumo everywhere doesn't fill me with joy!
If you want to appeal against this proposal you could try doing what I was directed to do - go to garmin.com/ideas and say your piece.

All maps, whether on your PC or your device are personal to that device. It is just that Garmin lets you keep a copy of the maps on your PC too.
