GS650 Freont wheel spacers.

I have just taken both wheels of my wifes GS650 to change the tyres. I placed all the spacers on the spindle and fitted them back into the forks for safe keeping. When I re assembled them I found the disk side spacer is only an thick aluminium washer and the only seal on the bearings is the shield in the actual bearing. The bike is an ex demo and may not be as it should, I have never come across such a system, all previous bikes from the cheapest moped up have also had dust seals or tin plate covers. These bearing dust seals are not designer to be the primary seals and any water will eventually get in. Is this assembly on our bike correct, if so its a very poor way of cutting costs.
 
Thank you for the link. The drawing is exactly like our front wheel, sorry to sound a bit negative but Im not impressed by this engineering example. One side of the wheel has a proper seal followed by a bearing with its built in seal, the disk side has the bearing exposed to the hostile world. Don't think I fancy running through rivers up to the spindles then.
The rear wheel is normal with proper seals on all the exposed areas.
Are there any issues with disk side front wheel bearing life?
