Handlebar adjustment and torque setting?

Presumably when delivered the handlebar adjustment is on 0? I have a 3 month old previously owned R1250 GS Exclusive which has the handle bar setting on 10, if I move the bars back do I need to adjust the switchgear and what is the torque setting?

No need to adjust switch gear.

First hand-tighten the clamps, front screws first, then tighten with 19NM, front screws first. According to the manual, there will be a small gap between the clamp and the base. The gap should be at the rear only.
