Handlebar lateral movement

My bike has developed a small amount of lateral movement/play on the handle bars. I was hoping that as a solution the top yolk bearings can be tightened, if so do I tighen the 7mm hex at the top or the bolt underneath? How much torque should I apply? Thanks
 
Are you sure the play is in the SHB's?

Aren't the 1200 bars rubber mounted?
 
The bars are clamped to the top yolk, the top yolk moves when I wiggle the bars up and down...
 
The bearing is at fault so I have ordered a new one from Motoworks. I have taken of the upper fork cross brace and was hoping of some advice of how to get the old bearing out and new one in. First question - how does the bearing bolt come out? Then the bearing? Photo attached, thanks:

I tapped out the old bearing. Now I just need to remove the bearing bolt, I've assume it has a reverse thread to separate the two half and release the bearing - can someone confirm - thanks :D
 
Here's one way to do it

Just did the same operation myself. The bolt is pressed into the bearing. I tried to heat the bearing and then tap the bolt out, but no way. It's too difficult to heat the bearing without heating the bolt too. The local dealer advised me to cut the outer and inner part of the bearing with a disk grinder. I used my Dremel tool with a cutting disk to do this relatively easy. Then I put the now free bolt into the freezer for some hours. I then heated the new bearing well (80deg C) and then quickly tapped the bolt into the bearing. Beware, you have to be quick or the cold bolt will heat up and get stuck before it's fully seated. I then heated the alu bridge to 80deg C and tapped the bearing into place.
