They look like USA spec bars from the early/mid 70's that have been painted black

That's when my mind was going too but they look a bit narrower (in diameter) to me.

I don't think you can get narrower than 7/8"

have a look at renthal bars they do a range of profiles,I have black ultra lows on my rt ,they come in a good range of hight options
