Head light adjustment for europe

The dipped beam on my 2011 bike is definitely not symmetrical. There is a clearly visible nearside kick-up that illuminates the kerb. No amount of side-to-side adjustment would stop this from shining into the oncoming traffic when driving on the "wrong" IDE of the road.
