This is on Ebay Germany. If you do not read German, Nebel is fog, so if you see nebel in a description you will know.
Most of the Hella DE listed on sale there are foglights:I.E. Nebel in the name.

That Hella price is very cheap considering it is for a right AND a left Xenon lamp. As said, they are legal, because they have an E Certification. However, only one lamp can be fitted to a bike in Germany, so they offer a left or a right lamp, depending on what side of the road you are driving.
Last time I checked with TÜV, they showed me the rules and these specify up to 4 lights can be fitted, excluding the little parking light and low powered Day Light Running Lamps. i.e. one main beam, one dip beam 2 fogs OR two spots OR one fog+one spot. In fact you could have two dip and two hi beams if no fogs or spots are fitted, if I understand the TÜV rules correctly.
The rules are pretty strict here and Touratech have being trying to get an (CREE?) LED parking light replacement approved, but so far have been refused!
Generally the stuff by Wunderlich, Touratech and of course BMW, will all be TÜV approved and you will see if you look in their on line catalogues that they specify only one xenon spot lamp and that costs a staggering €350 each lamp, not a pair. For me, that is the only legal option.
I think if you watch one of the LWR or LWD films, you will see the bikes with only one fog light on. I assumed that that was because the bikes were prepared in Germany by Touratech and they swapped one fog light for a single Xenon spot (per TÜV standards).
When I have assessed how good or bad my lights are, I may fit a Xenon spot, if I can justify the cost.
The E Certification applies throughout the EU, so these rules in theory apply similarly to all areas. But it seems enforcement is not applied equally.
