Horn not working but relay clicking

I have a 2010 gsa fitted with a FIAMM Master Blaster horn.

Last week the main horn fuse had blown, I replaced it with another fuse of the same rating.

When I now press the horn button the relay clicks but the horn does not work.

Could it be the relay in fecked?

Any other suggestions please

Possibly the horn is broken which is what caused the fuse to blow in the first place? Get a multi meter and check new fuse then check voltage is at relay and finally voltage is at horn when button is pressed. If voltage is at relay but not horn then relay is broken. If voltage makes it to horn then the horn is broken.
