Missing

So I just received my new 2013 NT Europe DVD with the new mapping on it, and I notice this section is missing, can't be accessed, any one know why?

Earlier versions were the same. It's Kalingrad Oblast which is a Russian enclave and therefore not part of Europe.....

Correct. There is, however, a free, downloadable, map of Cyprus which routes.
