New regulations for tourists regarding hotels, campsites etc.

These are the facts of traveling in Montenegro on the ground as of right now. If you’re planning to stay in organized campsites or hotels, then you don’t have to worry about this.
- All tourists must now have a complete and accurate registration log of where you stayed each night while in the country and it will be checked at the border upon exit
- Everyone must register within 24 hours of entering the country and every night after that you stay
- If you fail to have a full stay registration, fines are levied between 60 to 600 euros on exit
- Make sure to expressly request that anywhere you stay (hotel/campsite) registers you
- The tourist tax is one euro per night per person
2026 is the first summer that every place to stay (hotel, camp, informal private guesthouse) will have access to an app and must register all guests. Registration via tourist information points is becoming harder as a result.
Without discussing the merits, fines are now happening on both sides: for tourists and for businesses who do not register guests. The purpose is to raise revenue for the municipality via the tourist tax and also to limit tax avoidance by informal campsites and cash businesses.
This obviously makes *wild camping specifically* a bit more complicated in Montenegro but I hope this helps someone avoid a surprising fine
