New regulations for tourists regarding hotels, campsites etc.

These are the facts of traveling in Montenegro on the ground as of right now. If you’re planning to stay in organized campsites or hotels, then you don’t have to worry about this.

- All tourists must now have a complete and accurate registration log of where you stayed each night while in the country and it will be checked at the border upon exit

- Everyone must register within 24 hours of entering the country and every night after that you stay

- If you fail to have a full stay registration, fines are levied between 60 to 600 euros on exit

- Make sure to expressly request that anywhere you stay (hotel/campsite) registers you

- The tourist tax is one euro per night per person

2026 is the first summer that every place to stay (hotel, camp, informal private guesthouse) will have access to an app and must register all guests. Registration via tourist information points is becoming harder as a result.

Without discussing the merits, fines are now happening on both sides: for tourists and for businesses who do not register guests. The purpose is to raise revenue for the municipality via the tourist tax and also to limit tax avoidance by informal campsites and cash businesses.

This obviously makes *wild camping specifically* a bit more complicated in Montenegro but I hope this helps someone avoid a surprising fine

not sure how they will enforce that after they join the EU in a couple of years, especially if they do like Croatia and join Schengen so that there are no border checks on roads.

technically similar exists in all of Schengen. Next month when I arrive in Spain they could legally insist I prove I have suitable accommodation arranged, a return ticket and adequate funds but they never bother as they would never get people through borders, let alone those driving in from France and Portugal with no border checks.

I suspect this has come to light now as Montenegro are supposed to be submitting evidence by the end of 2026 to demonstrate they have all the EU/Schengen bureaucracy ready so they can accede to the EU in 2028.

Normally your Hotel will take the payment for the tax and give you a receipt to show you have paid it which they sometimes check at the Border (Not very often)

I was in Montenegro for a few days this past June. I used Bookings.com and each place I stayed required a copy/photo of my passport to register me. I entered from Croatia, exited to Albania, entered again from Albania and exited to Bosnia. I wasn’t asked for any information on where I stayed at the boarders. Can only comment on my experience but the riding was fabulous and accommodations were inexpensive. I guess I could show my bookings.com account for a history of where I stayed if asked.

I have friends there at the moment, nothing evident in that stuff which is, I think, old news. Whenever I’ve been there I didn’t notice it, but we were in hotels so maybe they did something.

Don’t let it put you off going. The Durmitor National Park and Tara Gorge are worth visiting.
The coast can be pretty but also expensive and a bit built up.

Anyone off down to the bridge over the Tara canyon, last photo, should be aware that it is being massivley renovated by the Chinese as a "gift" to Montenegro. We were there late July and it is enclosed in scaffolding from top to bottom throughout it's length. The bridge is closed for large parts of the day which buggered up a few of our plans. May be worth checking on line for "opening hours".
