My netbook will not boot up

My netbook runs Windows 7
I have googled the problem and it seems I need a Windows 7 start up disc. My netbook does not have a CD drive and I bought it used, nearly new a couple of years ago. Can you put the contents of a start up disc on a memory stick and use that instead?

as the netbook does not have a CD/DVD drive there will normally be a hidden partition on the hard drive which will have the restore files.

For my Acer netbook you press ALt & F10 when rebooting as in this video
