It fits with the curve facing the back, this is to allow extra clearance for the forks on a full lock, and under extreme braking they move forward rather more than people think.
Or another way is to look at the series of small slotted holes that run along the edge, this is to allow the loom to be zip tied to it, these are at the rear when the bar is in position.
So when you are looking from the front you cannot see a) the cable b) the zip ties....easy.
Finally, yes the bolts need to be that long, trust me.
